CITY OF SIBLEY COUNCIL PROCEEDINGS
JUNE 24, 2013
The City Council of the City of Sibley met in regular session at 5:00 o’clock PM on June 24, 2013. The meeting was called to order by Mayor Johnson. Council Members present were Buchholtz, Nobles, Henningsen, Groote and Pedley. Absent none. Also present at the meeting City Administrator Dan Janssen, City Clerk Kris Vipond. Motion by Groote seconded by Buchholtz to approve the agenda. All voted Aye. Nay none.
Motion by Henningsen seconded by Pedley to approve the consent agenda as follows: approve minutes from previous meeting, approve bills and bills paid in vacation, reappoint Larry Andringa to the Board of Adjustment for another five year term, appoint Jerry Johnson and Dan Janssen as City Representatives to the Public Safety Sub-Committee and approve Class B Native Wine Permit for The Porch on Main. All voted Aye. Nay none.

Councilmember Groote introduced Ordinance No 641-13, Sibley, Iowa 2013 Airport Land Use and Height Overlay Zoning Ordinance for the third and final reading and moved that the Ordinance be passed. Councilmember Buchholtz seconded the motion to adopt. The roll was called and the vote was Aye 4. Nay 0.
Councilperson Buchholtz introduced Ordinance No 642-13, Amending Title 4, Public Health and Safety, Chapter 2, Solid Waste Control, Article A, General Provisions by deleting the current Ordinance and adding a new revised Ordinance for the third and final reading and moved that the Ordinance be passed. Councilperson Henningsen seconded the motion to adopt. The roll was called and the vote was Aye 4. Nay 0.
Councilperson Groote introduced Ordinance No 643-13, Amending Title 4, Public Health and Safety, Chapter 2, Solid Waste Control, Article B, Collection of Solid Waste by deleting the current Ordinance and adding a new revised Ordinance for the third and final reading and moved that the Ordinance be passed. Councilperson Buchholtz seconded the motion to adopt. The roll was called and the vote was Aye 4. Nay 0.
Councilperson Pedley introduced Resolution No 1238-13, Setting the Salaries for Appointed Officers and Employees of the City of Sibley for the Fiscal Year 2013-2014 and moved that the same be adopted. Councilperson Groote seconded the motion to adopt. The roll was called and the vote was Aye 4. Nay 0.
Motion by Henningsen seconded by Buchholtz to approve the FY13 Cigarette License renewals. All voted Aye. Nay none.
Councilperson Groote introduced Resolution No 1239-13, Authorizing the City Residential Lot Housing Incentive Program and moved that the same be adopted. Councilperson Buchholtz seconded the motion to adopt. The roll was called and the vote was Aye 4. Nay 0.
The Council reviewed the FY14 Sibley Dinner Date Nutritional Stipend Memorandum Agreement with Elderbridge Agency on Aging. Motion by Henningsen seconded by Groote to authorize the Mayor to sign the agreement. All voted Aye. Nay none.
Councilperson Nobles arrived at the meeting at 5:20 P.M.
Motion by Groote seconded by Pedley to allow the request to have four chickens on a permanent basis at 720 9th Street. On roll call the vote was Aye: Groote and Pedley. Nay: Nobles, Henningsen and Buchholtz. A letter will be sent to the resident notifying them that they will not be allowed to keep the chickens.
Motion by Nobles seconded by Buchholtz to authorize the Mayor to sign the Garbage Truck Installment Purchase Agreement between the City of Sibley and Mercedes-Benz Financial Services USA LLC. All voted Aye. Nay none.
Councilperson Henningsen introduced Resolution No 1240-13, Approving the Transfer of Funds and moved that the same be adopted. Councilperson Pedley seconded the motion to adopt. The roll was called and the vote was Aye 5. Nay 0.
Council concerns and administrators report was given.
Motion by Henningsen seconded by Buchholtz to adjourn at 5:55 P.M. All voted Aye. Nay none.
