PROCEEDINGS OF O’BRIEN COUNTY SUPERVISORS

April 2, 2013

The Board of Supervisors met as per adjournment in regular session at 8:45 a.m. with all members present.

The Board Chair opened the hearing at 8:45 a.m. for the proposed renovation of an existing confinement feeding facility owned and operated by Larry Jenness. The operation is located in the NE ¼ NE ¼ of Section 30, Center Township. There will be no construction in this expansion, only an increase in the number of animal units. The facility will have a capacity of 4,650 head of swine finishers. During the hearing the Board reviewed the master matrix and agreed with all points that were taken. There were no objections presented to the expansion. The Chairman closed the hearing at 8:55 a.m.

Moved by DeBoom, seconded by Friedrichsen to approve the master matrix and recommend to the Dept. of Natural Resources that the expansion of the confinement feeding facility of Larry Jenness located in the NE ¼ NE ¼ of Section 30, Center Township be issued a permit. Motion carried by all ayes.

Moved by Friedrichsen, seconded by Steensma to approve the proceedings of March 26, 2013. Motion carried by all ayes.

Moved by DeBoom, seconded by Steensma to approve the claim to Toshiba Financial Services for copier lease in the amount of $136.98. Motion carried by all ayes.

Moved by Friedrichsen, seconded by McDowell to approve the underground construction applications of Wes Tel Systems in the rural Calumet and Sutherland areas. Motion carried by all ayes.

Moved by DeBoom, seconded by Steensma to authorize the Chairman to sign a contract with Keith Hagedorn Construction for crushing at the Rohwer Pit at $1.95 per ton. Motion carried by all ayes.

Moved by Steensma seconded by DeBoom to authorize the Chairman to sign an agreement to purchase gravel from Bruce S. Rohwer & Carol I. Rohwer for 50,000 tons at $.75 per ton. Motion carried by all ayes.

Moved by Steensma, seconded by Friedrichsen to adopt the following resolution. Motion carried by all ayes.
Resolution 2013-13
Resolution of the Board of Supervisors, O’Brien County, Iowa

WHEREAS, the Board of Supervisors is empowered under authority of Section 306.41 of the Code of Iowa to temporarily close sections of road by formal resolution when they deem necessary for construction, maintenance, or natural disaster,

AND WHEREAS, the Board of Supervisors, County of O’Brien, have determined that the following section of road should be temporarily closed due to bridge construction:

County paved road L-32: Nest Avenue between 300th and 310th street (1 mile)

NOW, THEREFORE, BE IT RESOLVED, that the above described roads be closed temporarily in the manner described below.

“ROAD CLOSED” signs shall be placed on both ends of the described segments of road, and they shall remain in place until the construction is completed.

Moved by DeBoom, seconded by Friedrichsen to adjourn to April 9, 2013. Motion carried by all ayes.
