The Board of Supervisors met as per adjournment in regular session at 9:00 a.m. with all members present.

The Board Chair opened the hearing at 9:00 a.m. for the proposed renovation of an existing confinement feeding facility owned and operated by Larry Jenness. The operation is located in the NE ¼ NE ¼ of Section 30, Center Township. There will be no construction in this expansion, only an increase in the number of animal units. The facility will have a capacity of 4,650 head of swine finishers. During the hearing the Board reviewed the master matrix and agreed with all points that were taken. There were no objections presented to the expansion. The Chairman closed the hearing at 9:04 a.m. This hearing was held previously on April 2, 2013, but due to publication requirements it was necessary to hold the hearing again.

Moved by Friedrichsen, seconded by Steensma to approve the master matrix and recommend to the Dept. of Natural Resources that the expansion of the confinement feeding facility of Larry Jenness located in the NE ¼ NE ¼ of Section 30, Center Township be issued a permit. Motion carried by all ayes.

Moved by DeBoom, seconded by McDowell to approve the proceedings of April 9, 2013. Motion carried by all ayes.

Moved by DeBoom, seconded by Steensma to abate the taxes pursuant to Iowa Code 435.25 on parcel 140/0000353350 owned by Julie Schnider in Sheldon Corp. in the amount of $100.00. Motion carried by all ayes.

Moved by Friedrichsen, seconded by McDowell to abate the taxes pursuant to Iowa Code 445.16 on parcel 140/0000361300 owned by Walter A. Nelson in Sheldon Corp. in the amount of $42.00; parcel 140/0000361350 owned by Thermo-Cel, Inc. in Sheldon Corp. in the amount of $204.00 and on parcel 160/0000514400 owned by Delbert J. Litka in Sutherland Corp. in the amount of $6.00. Motion carried by all ayes.

Moved by McDowell, seconded by Friedrichsen to authorize the Chairman to sign a letter regarding O’Brien County’s employee ergonomic training and procedures. The letter is to EMC Insurance, the County’s worker’s compensation insurance provider. Motion carried by all ayes.

Moved by DeBoom, seconded by Steensma to approve the claims to Progress Rail Services Corporation for 3 railroad tankcars for a total of $21,750.00 and to Erman Corporation, Inc. for 6 railroad flat cars for a total of $100,500.00 Motion carried by all ayes.

Moved by Friedrichsen, seconded by Steensma to approve underground utility applications of Iowa Lakes Electric Cooperative on the south side of Section 33, Union Township; Windstream Communications between sections 25 & 36, Center Township and The City of Hartley at 3143 Vine Avenue. Motion carried by all ayes.

Moved by Steensma, seconded by Friedrichsen to accept the quote of Wheeler Lumber for CuNap plank at $8,294.40. Motion carried by all ayes.

Moved by DeBoom, seconded by Friedrichsen to adjourn to April 30, 2013. Motion carried by all ayes.
