The Board of Supervisors met as per adjournment in regular session at 9:00 a.m. with all members present except James DeBoom.
Moved by Friedrichsen, seconded by McDowell to approve the proceedings of June 18, 2013. Motion carried by all.
Moved by Steensma, seconded by McDowell to approve the fireworks display permits of Edwin Kreykes at 2761 Roosevelt Ave. Sanborn; Steve and Lynn Cole at 6338 410th St. Primghar; Dennis Ten Clay at 3141 Monroe Ave. Sheldon and Daniel Friedrichsen at 4648 Walnut Ave. Sutherland. Motion carried by all ayes except Friedrichsen who abstained.
Moved by Friedrichsen, seconded by McDowell to adopt Resolution 2013-22 to transfer and close out the Car Seat Fund. Motion carried by all ayes.
Moved by Friedrichsen, seconded by McDowell to adopt Resolution 2013-23 to transfer and close out the Capitol Projects – Conservation Fund. Motion carried by all ayes.
Moved by Friedrichsen, seconded by Steensma to approve a claim to Perspective Insurance in the amount of $294,964.00 for the property and liability insurance for fiscal 2014 to be paid July 1, 2013. Motion carried by all ayes.
Moved by Steensma, seconded by McDowell to appoint John Friedrichsen as Liberty Township Clerk and Marvin Gerstandt as Liberty Township Trustee effective July 1,2013. Motion carried by all ayes except Friedrichsen who abstained.
Moved by Friedrichsen, seconded by Steensma to adopt Resolution 2013-24 approving the appointments and annual base salaries of the deputies, assistants and clerks for the elected offices of O’Brien County, Iowa for fiscal 2014. Motion carried by all ayes.
Moved by Steensma, seconded by Friedrichsen to adopt Resolution 2013-25, the appropriations resolution for Fiscal 2014. Motion carried by all ayes.
Moved by Steensma, seconded by Friedrichsen to adopt Resolution 2013-26, the interfund transfer resolution authorizing the transfer of $1,428,809.00 from the Rural Services fund to the Secondary Road fund and $133,239.00 from the General Basic fund to the Secondary Road fund during fiscal 2014. Motion carried by all ayes.
Moved by McDowell, seconded by Friedrichsen to adopt Resolution 2013-27, the interfund transfer resolution authorizing the transfer of $550,000.00 from the General Basic fund to the General Supplemental fund during fiscal 2014. Motion carried by all ayes.
Moved by Steensma, seconded by McDowell to approve the wine permit application of Solsma’s Punkin Patch. Motion carried by all ayes.
Moved Friedrichsen, seconded by McDowell to approve the appointment of Teresa Johnson to the part time food service position at the jail at $12.02 per hour effective June 24, 2013. Motion carried by all ayes.
Moved by Friedrichsen, seconded by Steensma to approve the allocation to the O’Brien County Economic Development Board for $135,000 during fiscal 2014. This contribution represents the County’s 25% of the local option tax for county betterment and promotes the enhancement of opportunities for the existing county business and opportunities for new industry in the county. Motion carried by all ayes.
Moved by Friedrichsen, seconded by McDowell to approve a claim to Tyler Technologies, Inc. in the amount of $41,637.39 for software maintenance/support during Fiscal 2014. Motion carried by all ayes.
Moved by Friedrichsen, seconded by McDowell to adopt the following resolution. Motion carried by all ayes.
RESOLUTION OF THE BOARD OF SUPERVISORS, O’BRIEN COUNTY, IOWA
WHEREAS, the Board of Supervisors is empowered under authority of Section 306.41 of the Code of Iowa to temporarily close sections of road by formal resolution when they deem necessary for construction, maintenance, or natural disaster,
AND WHEREAS, the Board of Supervisors, County of O’Brien, have determined that the following section of road should be temporarily closed due to bridge construction:
County Gravel Road: Sorrel Avenue between 450th and 460th Streets (1 mile)
NOW, THEREFORE, BE IT RESOLVED, that the above described roads be closed temporarily in the manner described below.
“ROAD CLOSED” signs shall be placed on both ends of the described
segment of road, and they shall remain in place until the construction is completed.
