The Board of Supervisors met as per adjournment in regular session at 12:00 p.m. with all members present.

At 12:00 p.m. the Board Chair opened the hearing on the proposed Highland Wind Energy Project. There were approximately 85 people present at the hearing with questions about the project.

Moved by DeBoom, seconded by Friedrichsen to close the hearing on the proposed Highland Wind Energy project at 12:45 p.m. Motion carried by all ayes.

Steve Hallgren from Northwest Iowa Planning and Development, serving as the county’s agent to review the application of Highland Wind Energy, gave an overview of his findings regarding the application and permit. He advised the Board that the application appeared to meet the requirements of O’Brien County Wind Energy Device Ordinance No. 22.

Moved by DeBoom, seconded by Steensma to approve the building permit for the Highland Wind Energy project and to authorize the Chairman and County Auditor to sign the permit with conditions on exhibit A as amended at this meeting. Motion carried by all ayes.

Moved by Friedrichsen, seconded by DeBoom to approve the underground construction application of Windstream Communications in Section 7, Liberty Township. Motion carried by all ayes.

Moved by Friedrichsen, seconded by Steensma to adopt the following resolution. Motion carried by all ayes.

RESOLUTION 2013-33
RESOLUTION OF THE BOARD OF SUPERVISORS, O’BRIEN COUNTY, IOWA

WHEREAS, the Board of Supervisors is empowered under authority of Section 306.41 of the Code of Iowa to temporarily close sections of road by formal resolution when they deem necessary for construction, maintenance, or natural disaster,

AND WHEREAS, the Board of Supervisors, County of O’Brien, have determined that the following section of road should be temporarily closed due to construction:

Grading Project (slide area) along 510th Street

County road 510th Street from Polk Ave. to Redwing Ave. from August 21, 2013 to August 28, 2013.

NOW, THEREFORE, BE IT RESOLVED, that the above described roads be closed temporarily in the manner described below.

“ROAD CLOSED” signs shall be placed on both ends of the described
segments of road, and they shall remain in place until the construction is completed.

Moved by DeBoom, seconded by Steensma to authorize the Chairman to sign a contract with Spencer Hospital for inpatient mental health services for Fiscal 2014. Motion carried by all ayes.

Moved by DeBoom, seconded by Friedrichsen to authorize the Chairman to sign a contract with Seasons Center for case management services for fiscal 2014. Motion carried by all ayes.

Nancy McDowell left the meeting at 2:20 p.m.

Moved by Friedrichsen, seconded by Steensma to approve the proceedings of August 13, 2013 and August 14, 2013. Motion carried by all ayes.

Moved by Friedrichsen, seconded by Steensma to adjourn to August 27, 2013. Motion carried by all ayes.
