The Board of Supervisors met as per adjournment in regular session at 9:00 a.m. with all members present.

Moved by Friedrichsen, seconded by McDowell to approve the proceedings of February 18, 2014.  Motion carried by all ayes.

The Board reviewed the application for amendment to the wind energy device permit for Highland Wind Energy for the changes of location for 19 turbines in the project for MidAmerican Energy Company.  There were several people present to hear the proposed changes to the permit.

Moved by Farnsworth, seconded by Steensma to approve Amendment #1 for the Building Permit for the Highland Wind Energy project with MidAmerican Energy Company.  Motion carried by all ayes.

Moved by Friedrichsen, seconded by Farnsworth to approve the application for underground construction of Windstream Communications in Section 8, LibertyTownship.  Motion carried by all ayes.

Moved by Farnsworth, seconded by McDowell to authorize the Chairman to sign a contract with Maintainer Corporation for rent of part of the former DOT Shed in Sheldon at $300.00 per month.  Motion carried by all ayes.

Moved by Farnsworth, seconded by Friedrichsen to authorize the Chairman to sign an application for Region 3 Federal Aid funding in the amount of $750,000 for 7 miles of overlay on County Road L48 from County Road B-40 north to Highway 18.  Motion carried by all ayes.

Moved by McDowell, seconded by Friedrichsen to hold a bid letting on April 29, 2014 at 10:00 a.m. for the Paullina shop building.  Motion carried by all ayes.

At 10:00 a.m. bids for Project L-B4016s9—73-71 a railroad flatcar bridge between Sections 16 & 17, LibertyTownship were opened.  The following submitted bids:  Graves Construction – $83,055.50; Dixon Construction $90,200.20; Christensen Bros. $78,407.50 and Kooiker, Inc. $88,469.16.

Moved by Farnsworth, seconded by Steensma to accept the bid of Christensen Bros. at $78,407.50 for Project L-B4016s9—73-71 a railroad flatcar bridge between Sections 16 & 17, Liberty Township and to authorize the Chairman to sign the contract and bond.  Motion carried by all ayes.

Moved by Friedrichsen, seconded by Farnsworth to increase the following hourly rates for the CountyEngineer’s Office as follows:  CountyEngineer $45.34; Maintenance Supervisor $27.66; Assistant Engineers $25.23; CADD Technician $23.38 and the Office Manager $22.09 all effective July 1, 2014.  Motion carried by all ayes.

Moved by Steensma, seconded by Friedrichsen to accept the quote of Van Diest Supply for 2,4D; Tordon and the Non-ionic Surfactant for a total of $11,258.10 and the quote of Farmers Cooperative Co. of Paullina for Milestone for a total of $7,000.00.  Motion carried by all ayes.

Moved by Friedrichsen, seconded by McDowell to approve the full time status of Cody Stika & Dane Christensen effective March 26, 2014.  Motion carried by all ayes.

Moved by Steensma, seconded by Friedrichsen to set the hourly rate for the Communications Supervisor and Jail Supervisor at $23.11; Jailers and Communications Operators at $22.59; Full time Jail Food Service at $15.54 and the Sheriff’s Administrative Assistant’s annual salary at $44,031.00 all effective July 1, 2015.  Motion carried by all ayes.

Moved by Farnsworth, seconded by Friedrichsen to set the annual salary of the Jail Custodian at $46,012.00, the Courthouse Custodian at $37,256.00 and the Temporary Custodian at $12.50 per hour all effective July 1, 2015.  Motion carried by all ayes.

Moved by Farnsworth, seconded by Friedrichsen to set the Mental Health Disability Service Coordinator’s annual salary at $30,214.00 for Fiscal 2015.  Motion carried by all ayes.

Moved by Friedrichsen, seconded by Steensma to adjourn to March 4, 2014.  Motion carried by all ayes.
