The Board of Supervisors met as per adjournment in regular session at 9:00 a.m. with all members present.
The Board reviewed the application for amendment to the wind energy device permit for Highland Wind Energy for the changes of location of 18 turbines in the project for MidAmerican Energy Company. Steve Hallgren of NW IA Planning & Development is reviewing the project for the County. Mr. Hallgren gave an overview of the proposed amendment and advised the Board that everything appeared in order with the County’s Wind Ordinance No. 22.
Moved by Farnsworth, seconded by Steensma to approve Amendment #2 for the Building Permit for the Highland Wind Energy project with MidAmerican Energy Company. This amendment is to move 18 wind turbines as referenced in Exhibit I attached to the amended permit. Motion carried by all ayes.
Moved by Friedrichsen, seconded by McDowell to approve the proceedings of April 15, 2014. Motion carried by all ayes.
Moved by Farnsworth, seconded by Friedrichsen to adopt the following resolution. Motion carried by all ayes.
Resolution No. 2014-11
RESOLUTION OF THE BOARD OF SUPERVISORS, O’BRIEN COUNTY, IOWA
WHEREAS, the Board of Supervisors is empowered under authority of Section 306.41 of the Code of Iowa to temporarily close sections of road by formal resolution when they deem necessary for construction, maintenance, or natural disaster,
AND WHEREAS, the Board of Supervisors, County of O’Brien, have determined that the following section of road should be temporarily closed due to bridge construction:
County Paved Road Route B48: 430th Street between Sorrel and Starling Avenues (1 mile)
NOW, THEREFORE, BE IT RESOLVED, that the above described roads be closed temporarily in the manner described below.
“ROAD CLOSED” signs shall be placed on both ends of the described segment of road, and they shall remain in place until the construction is completed.
Moved by Farnsworth, seconded by McDowell to extend a formal offer to Sean Lane to be employed as the O’Brien County Information Technology Director as an at-will employee at a starting salary of $32,000.00 per year and benefits consistent with those in the O’Brien County Employee personnel policies. Motion carried by all ayes.
Moved by Steensma, seconded by Friedrichsen to approve the O’Brien County Investment Policy. Motion carried by all ayes.
Moved by Friedrichsen, seconded by Steensma to adopt O’Brien County Resolution No. 2014-12, A Resolution Naming Depositories for O’Brien County Funds in the various banks. Motion carried by all ayes.
The Board reviewed the current certificates of deposit that the County Treasurer holds.
Moved by Friedrichsen, seconded by McDowell to abate the following taxes: parcel 140/0000361300 of Walter A. Nelson -$44.00; parcel 140/0000361350 of Thermo-Cel, Inc. – $206.00; parcel 160/0000514400 of Delbert J. Litka – $6.00; parcel 140/0000353350 of Julie Schneider – $106.00; parcel 13010/0001354476 of Richard Engelkes – $4.00 and parcel 13010/0001354486 of Billy Joe Engelkes – $16.00. Motion carried by all ayes.
Moved by Farnsworth, seconded by Friedrichsen to authorize the Chairman to sign a 28E Agreement for Northwest Iowa Care Connections for the formation of a mental health service delivery region. This region will consist of the counties of O’Brien, Osceola, Lyon, Clay, Dickinson and Palo Alto. The agreement was entered into on February 4, 2014 with a motion by the Board, but due to changes in language, it is being authorized again. Motion carried by all ayes.
Moved by Friedrichsen, seconded by McDowell to hold a hearing on May 13, 2014 at 9:00 a.m. on the proposed expansion of Summit Dairy, owned by John and Rachelle Westra. The propossal is to add 2 480 head deep pit mature dairy cattle confinement barns to the existing site on the NW ¼ SE ¼ of Section 33, Summit Township. Motion carried by all ayes.
