Spencer Man Arrested After 6-1/2 Hour Standoff With Police

Spencer, Iowa — A Spencer man was taken into custody following a standoff with police that lasted for about six-and-one-half hours Tuesday night.

Spencer Police Chief Mark Warburton says his officers were sent to an address in the 500-block of East 1st Street around 7:55 Tuesday night, to investigate a threat complaint.  Warburton says their investigation revealed that a Spencer man had threatened neighbors while displaying a crossbow.  Witnesses indicated that the subject had retreated inside his residence immediately following the incident.

Officers attempted to make contact with the man, who Warburton identifies as 56-year old Todd Norgaard, but their attempts were unsuccessful.  As a result, Warbuton says the HEAT (High risk Entry and Assault Team) was activated.  Warburton says that, through negotiations, the standoff was ended about 2:30 Wednesday morning.

Warburton says Norgaard was charged with Intimidation With A Dangerous Weapon, a Class C Felony; Assault While Displaying A Dangeruos Weapon, an Aggravated Misdemeanor; and 2nd Degree Harrassment, a Serious Misdemeanor.
