In Russia, you can get fined for driving a car that’s too dirty. If the dirt on your car completely obscures your license plate, you might get fined. Upon checking with a law enforcement individual, the same is true for Iowa, in that you would get cited under the same statute that tells you that you have to have a license plate, it can’t be obscured by any plate frame, and where the plate must be placed.
