13 year old Stopped For Speeding Also Charged With OWI

Lester, Iowa — A routine traffic stop near Lester Saturday resulted in charges against the vehicle’s 13-year-old driver. A second juvenile, and three adults face charges in the incident, as well.

According to the Lyon County Sheriff’s Office, one of their deputies conducted a traffic stop for a speeding violation near the intersection of Highway 9 and K40. Authorities say the vehicle initially failed to stop until reaching Highway 9 and Dogwood Avenue. Deputies say that when the vehicle pulled over, they discovered that it was being driven by a 13-year-old juvenile. Sheriff’s officials say further investigation revealed the driver was under the influence of alcohol. The driver was reportedly cited for possession of alcohol under legal age, speeding (77 mph in 55 mph zone), failure to yield to an emergency vehicle, and no valid driver’s license.

In addition, deputies say the following people were charged:

34-year-old Manuel DeJesus Garcia Garcia, of Rock Valley was charged with Contributing to the Deliquency of a Minor, Open Container, and Permitting Unauthorized Person to drive, all simple misdemeanors.

36-year-old Jose Garcia, of Rock Valley was charged with Contributing to the Deliquency of a Minor, Open Container, and Permitting Unauthorized Person to drive, all simple misdemeanors.

24-year-old Olga Marina Martinez, of Rock Valley was charged with Contributing to the Delinquency of a Minor and Permitting Unauthorized Person to drive, both simple misdemeanors.

Additionally, another juvenile was cited for possession of alcohol under legal age.

All of the adults were lodged in the Lyon County Jail. The Sheriff’s Office was assisted by Erwin’s Towing.
