Rock Valley, Iowa (Sioux County Radio) — The City of Rock Valley is working with a Restoration Ecology class at Dordt University to create a long‑term plan for north‑side properties included in the FEMA Buyout Program.
Those areas were heavily affected by the area’s historic 2024 flood.
The class, Restoration Ecology and Applied Stewardship, is taken by juniors and seniors majoring or minoring in Environmental Studies. The class studies restoration principles and then applies them by creating a comprehensive plan for a real site.
For this project, the class will focus on flood‑affected properties in the northern part of town that are part of the FEMA Buyout Program. While the city awaits final approval of its Home Buyout Plan, it is taking proactive steps to prepare for the future use of the land. This early planning will help the city move forward efficiently once approval is granted while also honoring what was lost in the flood.
Federal regulations limit future development on the properties, which lie within the floodplain. No new structures can be built, shaping the types of restoration options the class will consider.
Community input will play a key role in the final plan. Residents are invited to share their ideas at a Community Input Night tomorrow from 5:30 to 7 p.m. at the Parkview Event Center in Rock Valley. The event will give community members a chance to learn more about the project and offer feedback in person.
An online survey has also been launched to gather public input. Responses are anonymous and will help guide the students as they design a restoration proposal for the city.
City officials encourage anyone interested in the future of the flood-affected properties to participate.
