Sheldon, Iowa — The Sheldon City Council met in regular session on Wednesday afternoon.
They approved the consent agenda, and in so doing, approved the minutes from the previous meeting, the list of claims, a pay application for the Western Avenue project of over $84,000, a pay application for the PCC patching project of over $52,000, and a resolution authorizing the hire of Harry Pederson as a full-time police officer.
There was no old business on the agenda.
In new business, Mayor Greg Geels administered the oath of office to Officer Pederson.
The council approved the second readings of ordinances raising the price of water and sewer services and adding a stormwater fee.
Council member Ken Snyder says that people keep telling him that taxes and fees keep going up, and he was hesitant to vote yes on the stormwater fee. Public Works director Todd Uhl addressed the concerns.
The council also had the first reading and waived the second and third readings of an ordinance amending provisions pertaining to fireworks. The Iowa Legislature made some changes, and the city ordinance must dovetail with those. City Manager Sam Kooiker says the council needs to change the limitation of hours on July 3rd and 4th, as well as December 31st. The new state law allows fireworks in any community or county on July 3rd and 4th, regardless of local ordinances, and the hours that apply are the ones for the state law. Those would be from 9:00 a.m. to 10:00 p.m. on July 3rd and from 9 to 11 on July 4th, plus from 9:00 a.m. on December 31st to 12:30 a.m. on the immediately following day (New Year’s Day).
The council also approved a request for a lot split and sale of the former 13th Avenue, north of 14th Street, subject to the hearing process. The buyers are the two adjacent property owners.
They approved a request for transient / peddler permit waivers for a Fun Fest Vendor Fair put on by Bliss Salon & Spa over RiseFest weekend, June 20th and 21st as a one-time request. The council wants to hear how things go before they would approve a similar request next year.
The council will also approved a request related to a pending sale of lots in the Sheldon Crossing area to Crystallyn Kay Studio for a new yoga studio and fitness facility. The SCDC requested a waiver of the payback obligation in the amount of $21,025.
The council then went into closed session to conduct the annual City Manager evaluation.
