Sheldon Couple Face Charges For Mistreatment Of A Child

Sheldon, Iowa — A concern voiced to Sheldon Police led to an investigation that has resulted in the arrest of a Sheldon woman and her boyfriend on numerous felony and misdemeanor charges relating to child abuse and neglect.

According to court filings, 34-year-old Carmen Mann of Sheldon is accused of locking her son, naked, in a bathroom for long periods of time after dousing him with cold water, necessitating the boy using a curtain to keep warm. That charge is a Class C Felony. In addition, court records indicate Mann is accused of three counts of Child Endangerment Causing Bodily Injury, Class D Felonies, for allegedly punishing her son by hitting him with a race car track piece, leaving marks on his body. Mann, according to court records, is also charged with three counts of Child Endangerment for allegedly not feeding her son for long periods of time throughout the day. Those charges are Aggravated Misdemeanors. And court filings also say that Mann is charged with Telephone Dissemination of Obscene Material to a Minor, an Aggravated Misdemeanor, for allegedly allowing her boyfriend to show her son a pornographic video of herself and her boyfriend.

Court records indicate that Mann’s boyfriend, 27-year-old Phillip Michael Sheffield, whose address is listed as Baytown Texas, faces charges similar to Mann’s: one count of assisting his girlfriend in connection with her son being locked in a bathroom, a Class C Felony; Three counts of Child Endangerment With Bodily Injury, Class D Felonies; Telephone Dissemination of Obscene Material to a Minor for allegedly showing Mann’s son a pornographic video on his phone, an Aggravated Misdemeanor; and three counts of 1st Degree Harassment for allegedly threatening her girlfriend’s son to “break all the bones in their body” if they talked about anything that happened, which is an Aggravated Misdemeanor.

Mann and Sheffield were both taken into custody and transported to the O’Brien County Jail in Primghar.

Sheldon Police report that the woman’s children were removed from her home.
