Sheldon Council Passes First Reading Of Recycling Ordinance Changes

Sheldon, Iowa — The Sheldon City Council met in regular session at 4:30 p.m. this past Wednesday afternoon in the council chambers at the Sheldon Community Services Center.

On their consent agenda were the meeting minutes from the previous meeting, the list of claims, the mayor’s appointments of April Schaeffer to the Crossroads Pavilion Board and Jennifer Anderson to the Parks and Recreation Board, the approval of a notice (for alcohol licensing purposes) of a change in ownership for Family Dollar, the approval of a beer permit renewal for Main Street 3 Theater, and the approval of a liquor license renewal for Highway Liquor & Smoke Shop.

The council discussed changes to the recycling situation. They approved the first reading of an ordinance amendment pertaining to illegal dumping and one requiring recyclable items that are placed curbside (including cardboard) must fit in compliant cans. They hope to make the changes as of July 1st. They also approved a memorandum of understanding with De Kruif Disposal. It was noted that De Kruif will now come to businesses to pick up recyclables.

The council also held a public hearing to discuss a proposed resolution regarding the proposed reallocation of unspent proceeds of general obligation capital loan notes. There were no comments. The resolution was approved.

The council decided not to change an ordinance regarding the city council appointment of a Children’s World board member.

The new Sheldon Fire Company tanker is now expected to be delivered at the end of April. The council passed a related resolution which “declar[es] an official intent… to issue debt to reimburse the City for certain original expenditures paid in connection with specified projects.” City Manager Sam Kooiker translated that to mean permission to do an internal loan to be repaid later.

They tabled a resolution approving an engagement agreement for Bond & Disclosure Counsel with Ahlers Cooney, which will cover all upcoming potential bonding for FY27. The motion to table passed on a three-to-two vote, with council members Hindt and Wagner voting no, meaning they didn’t want to table the issue.

The council also heard from Sheldon Development Director Tania Herrera Gonzales, who talked about the downtown assessment, including a recommendation that the City allow signs that stick out perpendicular to buildings — called blade signs. She also discussed strategic planning and a report on the development of the recently-acquired Pape ground.

Also at the meeting, Sheldon Public Works Director Todd Uhl told people that the contractor plans to begin working on Western Avenue again on Monday, March 16th. He says to plan for Western Avenue to be closed from West 9th Street to Highway 18 starting on or around that day.
