Sioux Center, Iowa (Sioux County Radio) — A South Dakota man has been arrested on felony OWI charges in Sioux Center.
Sioux Center Police arrested 28-year-old Shane Martin Janis of Rapid City, South Dakota, early Sunday morning following a traffic stop in Sioux Center.
According to a criminal complaint, officers observed a black Buick Verano driving on city streets around 1:50 a.m. Sunday. Police say the vehicle made several turns through a residential area before stopping in a parking area where an officer approached to check if the driver needed assistance.
Court documents state Janis showed signs of impairment, including bloodshot and watery eyes, and the odor of an alcoholic beverage coming from the vehicle. Police say Janis became noncompliant during the stop and provided a non-driver identification card. A records check showed no valid driver’s license on file, and Janis was unable to provide proof of insurance.
The complaint alleges an open alcoholic beverage container was visible inside the vehicle, and officers later allegedly located multiple open containers near the driver’s seat, along with a bag containing a green leafy substance consistent with marijuana. They tell us rolling papers were also found, and Janis admitted to using marijuana and consuming alcohol several hours earlier, according to the complaint.
Police say Janis failed standardized field sobriety tests and advanced roadside impaired driving enforcement tests. The complaint notes Janis refused to provide a urine sample for chemical testing.
Janis is charged with Operating While Under the Influence, Third Offense, a Class D felony. If convicted of the charge, he could face up to five years in prison.
Additional charges include possession of marijuana, possession of drug paraphernalia, open container, driving without a valid driver’s license, and failure to provide proof of financial responsibility.
Janis was taken into custody and later released on a $5,000 cash or surety bond. All charges are accusations, and Janis is presumed innocent unless proven guilty in court.
