Sibley Man To Prison For Felony OWI

Sibley, Iowa — A 70-year old Sibley man has been sentenced to up to five years in prison on charges stemming from an incident that took place in November, 2015.

The Osceola County Sheriff’s Office says the charge of Felony OWI came about as the result of a report they received on Thursday, November 15, 2015.  Authorities say they received a report of an intoxicated individual leaving a restaruant in Sibley a little before 7:00 that evening.

The Sheriff’s Office reports that they arrested Kenneth David Fransen of Sibley and charged him with Operating While Intoxicated – 3rd offense, a class D Felony; Assault on a Peace Officer with a deadly weapon, a class D Felony; Interference with Official Acts causing injury, a Serious Misdemeanor; and Driving While Revoked, a Serious Misdemeanor.

Authorities say Fransen was convicted of the 3rd Offense OWI charge, and was sentenced in Osceola County District Court to serve up to five years in the custody of the Director of the Iowa Department of Corrections, with credit for 16-hours already served.
