House Speaker Touts Property Tax Plan, Hydrogen Exploration Guidelines that Passed 2026 Legislature

Des Moines, Iowa (RI) — House Speaker Pat Grassley says property tax negotiations during the recently concluded 2026 session of the Iowa legislature ended in a good place.

There will be exceptions for new home construction and for expenses like employee benefits and liability insurance. The plan also provides future property tax relief through a homestead exemption worth up to $20,000 a year on a person’s primary home. There’s also a move to dedicate a greater share of the 1% sales tax for school infrastructure to property tax relief.

Governor Reynolds has expressed support for the package but has not announced when she plans to sign it into law.

Grassley says he’s disappointed the Iowa Senate did not debate a House bill that would have prohibited carbon pipeline developers from using eminent domain to seize property from landowners who do not want the pipeline on their land.

This was year five of the standoff between majorities of Republicans in the House and Senate on the issue.

Grassley says the Legislature did act to set important guidelines for companies exploring underground hydrogen reservoirs and extracting what they find.

Grassley made his comments during a weekend appearance on “Iowa Press” on Iowa PBS.
